It is not unusual for a pregnant dog to go through a period of not wanting to eat, usually at about 3 weeks to one month after she has been bred. (1)

Psychological Anorexia in Dogs

Since you also mention that she is still eating treats, it is also possible that she is going through a period of psychological anorexia. We see it a lot in spoiled dogs; since the family does not want the dog to go hungry, they just give whatever the dog wants.

How to Stimulate a Pregnant Dog's Appetite

One way to stimulate the appetite is by giving the regular food with a little broth and then warming it up for 30 seconds or so in the microwave. (Be sure to stir it up well to mix in any hot areas and check it before giving it to your dog to make sure it is not too hot.)
