Is there any state with no laws at all regarding exotic pets?


No. Even Nevada, where elephants and lions are legal, has a ban on foxes. All states have prohibitions on something. The most commonly banned animals are primates, native animals, extremely invasive animals, rabies vectors, venomous reptiles, and large carnivores.
