Sounds like your dog may benefit from more exercise, training, and mental stimulation. A dog cannot whine much if you keep his mouth busy such as letting him a fetch a ball, letting him work for his kibble using interactive food puzzles and letting him play tug or chase a flirt pole. Make sure that you reinforce non-whining behaviors. In other words, if you are about to toss him a ball or feed his meal, make sure you toss the ball or feed him when he is quiet. Often behind a dog who whines too much is an owner who inadvertently has reinforced the whining by petting the dog, feeding the dog and giving the dog attention every time he whines.
